A man is missing and coastal authorities were warning people to stay away from the beaches and cliffs as waves almost 60 feet high were pounding the Oregon Coast on Thursday. The forecast of dramatic seas and unusually high waves drew many people to the shore, and one 44-year-old man remained missing after being swept off a seawall near Depoe Bay on Thursday morning, according to information from the Depoe Bay Fire District. Authorities are withholding the man's identity until his family in Mexico can be located and notified. Popular sea-front Lincoln City establishments such as the Sea Gypsy Inn at 145 NW Inlet Ave., and the Sandcastle Beachfront Motel at 3417 SW Anchor Ave., were heavily damaged by the surging waters, with windows torn out and their interiors inundated. The North Lincoln Fire and Rescue posted photographs of damage to Kyllo's Seafood and Grill, at 1110 NW 1st Court, where waves tore through windows and stripped off siding before swirling through the parking lot, leaving large rocks in their wake. In Newport, Sgt. Keith Garrett said Thursday night that a lightning storm might be linked with the report of smoke in an elevator, but the city seemed to have escaped the same kind of storm surge damage. "It's definitely some weird weather," he said, referring to the fact that thunderstorms are rare on the coast. He cautioned visitors to view the waves from a safe distance and to watch for standing water. The storm also hit the northern Oregon Coast, with one viral video showing a wave pushing foam that looked like it came off a cafe latte up the main streets of Cannon Beach. The National Weather Service issued a coastal flood warning Thursday afternoon, cautioning those in the area to "be alert for rising water, and take appropriate action to protect life and property." The warning listed Willapa Bay, Seaside, Nehalem, Tillamook, Florence and all cities in close vicinity as particularly vulnerable to flooding. The warning is issued through midnight Thursday, but the stormy weather is expected to continue to a lesser degree. The coastal forecast calls for thunderstorms to continue through the weekend.

About 6,600 We Energies customers remained without power late Wednesday after an outage that affected about 19,000 customers in Kenosha and Racine counties, officials with the utility said. Indian Trail Academy and Tremper High School in Kenosha opened as warming centers Wednesday night after the outage caused by an equipment failure at an American Transmission Company substation, officials said. The equipment at the substation belongs to ATC but power to customers is distributed through the We Energies power network, ATC spokeswoman Jackie Olson said. Indian Trail, 6800 60th St., and Tremper, 8560 26th Ave., opened at 8:15 p.m. for people without heat and their service animals, according to Kenosha police. The Salvation Army at 3116 75th St. in Kenosha also opened its doors to anyone needing a place to stay warm. Police service has not been affected by the outages, which are also affecting residents in Pleasant Prairie and Somers, according to police, who asked residents to check on family, friends and neighbors. Kenosha City Hall was also without power, prompting city officials to cancel Wednesday's City Council meeting, the Kenosha News reported. Kenosha and Racine counties are included a statewide wind chill advisory from the National Weather Service in Sullivan. The wind chill in Kenosha was already 7 degrees below zero at 8 p.m. and wind chills as low as 15 below were expected in the area Wednesday night, according to the weather service forecast. A magnitude 3.9 earthquake that hit near Mount St. Helens early Wednesday was followed by a swarm of aftershocks. The quake hit east of Mount St. Helens, 23 miles south-southeast of Morton, just after 12:30 a.m. Wednesday, according to the Pacific Northwest Seismic Network. The PNSN said there have been as many as 19 aftershocks. One of the largest was M2.7. Seismologists said they are confident the earthquake was a tectonic event and not related to magma activity within the volcano itself, but the location and strength of the quake were atypical. "We have had a lot of small, tiny earthquakes in this zone. What we haven't had is an earthquake that size, a 3.9 in that area," said Bill Steele with PNSN. What seismologists primarily expect to see are smaller swarms of quakes on the west side of the mountain. Wednesday's M3.9 quake happened on the east side. People from Mountlake Terrace to Seattle and from Portland to Astoria told KIRO 7 they felt the quake. Viewers in Glenoma, Randle, Morton and other towns along Highway 12 in Lewis County told KIRO 7 they felt significant shaking. No damage was reported. Meanwhile, seismologists have been working on an early warning system that could give an alert as much as a 7 to 10 seconds before shaking begins. "The trains running, the cars, the airplanes landing, there are a lof of things you can do with just a few seconds of warning," said University of Washington seismologist John Vidale. UW seismologists say they log about 17 earthquakes a month on average near Mount St Helens. In the past month, they have tracked more than 80.
